MoDOT maintains interstates and stated numbered and lettered routes - like Route D or Route 340, with a very few exceptions. Any roadways that have an interstate shield, a U.S. Route shield or a sign with the outline of the state of Missouri with a number or letter in it, MoDOT maintains. Within the city of St. Louis, the city is responsible for all the other roadways. Stepping in Dave Wrone's territory a bit, you can use their arterial road system list: https://stlouiscountymo.gov/st-louis-county-departments/transportation-and-public-works/roadway-publications-and-manuals/dot-other-publications-current/arterial-road-system-ars/. Otherwise, it's municipality maintained. However, you can always contact one of us, for instance, MoDOT's 24/7 customer service line is 314-275-1500 and ask. Re: road/street maintenance responsibility, we also maintain those residential streets located in unincorporated areas of St. Louis County. Gravois between 141 and i-270 is Missouri Route 30, just like the rest of Gravois into the city. Manchester, west of Westglen Farms, is Missouri Route 100, just like the rest of Manchester Road into the city (except for the portion within the city limits that is Chouteau). You are correct in those specifics. There are some sections of old roadway that were turned over to municipalities (or used as outer roads) when the roadway was rebuilt or relocated. MoDOT doesn't maintain the section of Manchester you speak of (where it spurs off Route 100) and some -- though not all -- of that Gravois road section acts as an outer road for Route 30. The section between I-270 and Route 141 is pretty far away from Route 30, and so isn't maintained by the department. Typically outer road sections don't get their own letter/number.
