I'll pass along the detection issue. As I understand, the two signals at MacKenzie and Weber currently run "free" off the detectors based on the available traffic (because traffic flow can be very tricky in that area due to Lindbergh and I-270 being relatively close.) We can check, but that's historically when traffic starts picking up for the PM rush period. Signal controllers take multiple cycles to adjust to transitioning from one signal plan to the next and during those times, coordination between signals is lost briefly. As such, traffic engineers traditionally transition to a new timing plan immediately prior to the traffic volumes picking up so that the traffic signal is ready for the rush period coordination.

Work will begin next spring on our Big Bend project. The road will be repaved from Manchester north to Delmar. The project will also include the removal and replacement of damaged sidewalks and curb and the construction of wheelchair accessible ramps. STL CO Drive: We anticipate that there will be backups during the course of the I-44 Meramec River Bridge project due to the right lane closure -- perhaps not, as you state, "carmageddon" level backups, but we do have a bit more restriping to do for the three-year lane closure, and we will have a lot of adjustments as crews complete some temporary pavement work. Right now, we appreciate the current levels of congestion and believe that is due, in part, to people taking alternate routes or adjusting their commute times. Don't believe there is a right turn on red restriction there. Rather that sign was for the red light camera enforcement for running a red light - whether straight through or by a rolling stop for right turns.
We will check this out - this has come up before so perhaps something besides the vehicle detection is malfunctioning.
