We do consider lead/lag where appropriate for left turn treatments versus the traditional leading option. If conditions are right and there is a benefit to signal progression by this operation it is implemented. This is built in to our signal optimization projects scope of work for when they are performed as you are right, it does help in a lot of circumstances.

We will verify that the signal detection (vehicle and pedestrian) is operating correctly at this location as you should not be waiting unnecessarily for that approach with no activity present. When used, the time allotted for that EB movement is likely the time it takes to safely cross the associated pedestrian movement rather than the low volume of traffic. Regardless, we will check the equipment.

Mike on your question about Clarkson at I-64, MoDOT has a project to make some adjustments to the turn lanes at Route 340 (Olive/Clarkson) and I-64. This project will be complete some time next month. Our contractor was delayed by several weeks by the discovery of underground utility conduits for which documentation/permits didn't exist. (In other words, they weren't supposed to be there, and we therefore had no idea if they were "live.") It took approximately one month for the responsible utility entity to claim ownership of them, after which the conduits could be safely relocated.
