It depends -- ultimately, law enforcement would be making the call to tow a vehicle, but we do try to give people as much time as possible to get the vehicle off the roadway themselves. Road names are usually determined by a municipality and are set by ordinance. In this case, you have Town and County who has named their section of roadway "Outer Highway Drive" and Chesterfield naming their section "Outer Highway Road." We have removed the word "Drive" and "Road" on many of the outer road signs (at signals and some of the overhead signs) to reduce confusion. You are asking about projects from two different organizations. MoDOT will be wrapping up the work this year on the westbound I-44 bridge over the railroad in mid-December. At that time, we will be opening up the ramp at Shrewsbury and giving drivers back the fourth lane in each direction through the winter months. Next year, depending on weather, but most likely somewhere around March, we will close down the ramp from Shrewsbury and we will close one lane in each direction -- in the same location -- so crews can work on the eastbound bridge. Westbound on Manchester in the morning is against the flow of rush traffic. Since the heavier traffic levels in the morning are heading eastbound, we have to give more time, generally speaking, to those eastbound movements. We will check the signal - maybe the vehicle detection is malfunctioning. As far as the southbound lanes on McCausland, one of the two southbound lanes will terminate as a right turn only lane at Canterbury.
We do have to have two lanes from the Poplar Street Bridge and two lanes from westbound I-44, as well as a ramp from South Memorial coming into that area -- and a lot of jockeying for position as traffic is heading to I-44 and to I-55. We have had two lanes on the interstate through the depressed section for many years.The extra lane on the ramp helps keep the traffic on the PSB moving well (without it, traffic was constantly backed up on the bridge) -- and on interstate to interstate connections, we are required to have one open lane on the interstate for each open lane on the ramp.
