At this time, we have no improvements planned for this area. We are studying/evaluating that area to come up with a traffic solution. Yes, we do have a project scheduled to be awarded early next year to address that inside lane between Manchester and Ladue Road. Our maintenance crews will continue to address any issues along that stretch until the repair work starts next year. Andrew Gates, MoDOT Communications

I checked with our traffic team, and they shared that the intersection is in compliance as the right turn is a free flowing right turn. When in a free flowing right turn with the yield there is no lane (protected lane) just for those right turn vehicles, so they must yield to oncoming traffic. Just because a vehicle with a flashing yellow arrow (the traffic from New England Village) must yield before turning does not mean a right turning vehicle does not have to yield to them if they are already oncoming towards them. That being said, since Telegraph is two lanes there, traffic turning left from New England village should turn into the closest lane (the left lane) while traffic at the yield sign should turn into the right lane. All construction companies that work for the department are required to meet set standards for all their work -- and the department's inspectors do make sure that the companies meet those standards. As time passes, the department does often see some settling of the roadways leading up to the bridges -- as the bridge foundation is usually in stone and doesn't move, the roadway leading up to it can settle, no matter how much the team tries to compact the roadway down before putting the surface on it. Construction is still underway on the project at the Meramec River, even through the majority of work on the traffic lanes is still complete. The contractor will be required to pick up all the construction material before the department closes the contract. Andrew Gates, MoDOT Communications
It's likely what you are seeing is the "leading pedestrian interval" being utilized at that location. Once the eastbound and westbound left turn movements terminate, the east-west walk intervals begin - with a gap of time where east-west vehicles are held up by 3-5 seconds prior to their green indication. This feature provides the pedestrians the opportunity to begin to walk prior to the vehicles turning into their path as the traditional operation runs them concurrently. By enabling this feature, there has been shown to be benefits in increasing the awareness of pedestrian activity to motorists at signalized crossings by giving them this built-in "head start" - reducing the potential for vehicle/pedestrian conflicts.
