You would need to share your concerns about vehicles speeding with local law enforcement. MoDOT doesn't have the ability to enforce speed limits -- and law enforcement doesn't work for the department. Typically, signal timing rarely impacts vehicle speeds. As far as the timing at Weber Road, the roadway with the most traffic is the one that gets the most time. Most of the traffic on Weber is coming from the subdivisions, which tends to be significantly lower than the through traffic heading onto and off the interstate just north of there. MoDOT maintains grass along interchanges on Route 364. Since we have more than 1500 miles of roadway in the greater St. Louis area, all routes are mowed on a schedule -- about four times per year (about every eight weeks). MoDOT oversaw the project as one of our routine construction contracts. They did just put the last layer of asphalt on the roadway on those bridges last week, so it may have improved a bit. In St. Charles County, we estimate that we are around 10-20% below normal daily traffic volumes. We've been in that range for most of the summer.
the barriers downtown are meant to discourage racing and aggressive driving - there is an offset to the openings similar to the chicane path you referenced, however we have not lined the path with concrete.
