Utility companies who do work on roadways are required to return the roadway to its original condition when they have completed their work. That includes striping. According to our traffic team, due to right of way constraints (sidewalks, a wall at a car dealership and several houses close to the roadway) and several other issues, including ensuring sight distance for the U-turn lane, the northbound speed limit sign at the Huntleigh city limits is the closest practical posting for that sign. Traffic signal coordination requires you to pick a particular movement to progress - typically it is the highest volume movements such as your mainline traffic (in this case Hampton north/south). To do so, there will be only a brief amount of time available per cycle (40 seconds for example) of northbound/southbound green time for mainline Hampton that is being progressed through the subsequent traffic signals. The way each of the next signals are set to begin/end their respective northbound/southbound green times is to maximize the use of that 40 seconds as much as possible signal to signal to accommodate the queue of traffic it carries. That "syncing" of signals is based on their distance apart as well as the posted speed limit the vehicles are traveling at. On the flip side, if you are to enter Hampton from a side street you will very likely encounter a stop at the first signal on Hampton that you encounter as you are arriving either before or after that queue of mainline traffic has gone through. However, upon starting at beginning of green at that first signal on Hampton, you should then begin to join the queue of mainline traffic described above.

Believe that is a major permit project by Missouri American Water. It is a permitted project, so we did review their hours of work and approve it. However, there are many other impacts on construction on roads besides simple congestion. During the night hours, there would be a potential for noise and there are a lot of residential areas very close to the roadway. In addition, there may be rules that the utility company has to abide by (to include when they may be able to have water restrictions ) To verify those, you would need to contact them.
