Although we passed your request along to the airport (who maintains the lighting level in the tunnel, as it impacts pilot visibility), we believe that the issue may be the newer LED lighting. The lights in both directions are exactly the same, and are set at the same power levels. However, it is possible that it appears brighter. LED lights are both lower cost and lower maintenance. Thankfully we were able to put it back in operation today after some issues with equipment. Red flash in all directions (all-way stop) is the default, safest operation when issues arise with traffic signal equipment until they can be brought back into operation. In these cases, legally motorists are to yield to pedestrians in crosswalks at all-way stops just as they are to pedestrians in crosswalks while their traffic signal indication is active.
