There is a fairly rigorous process that municipalities must meet before they are permitted to install any red light cameras on state-maintained right of way. State maintenance includes the timing of signals -- signal timing on state-maintained routes is based on nationally accepted standards outlined in the Manual on Uniform Traffic Control Devices. Department crews are responsible for more than 6,000 miles of shoulder just in the greater St. Louis area. They have a regular schedule for picking up debris and trash along the roadways, which is supplemented during the spring and summer by the very welcomed Adopt a Highway teams. Law enforcement does not work for the department; however, one of their primarily purposes is public safety. If they have the available staffing and can provide traffic assistance while department crews are a) responding to a signal outage or b) making repairs, they are definitely welcome to do so, Andrew Gates, MoDOT Communications

You would have to check with highway patrol, who writes and maintains all crash reports. Typically, we only pull crash reports when doing a study on a certain corridor. Andrew Gates, MoDOT Communications
