Both of the ramps at Jefferson (from EB I-64 to Jefferson and from Jefferson to WB I-64) are open. The ramp from Westbound I-64 to 22nd Street should open before the end of this year. Technically, interstates have a minimum speed -- typically 40 miles per hour. Since a cyclist typically can't travel at that speed, they are discouraged from traveling on interstates for safety. However, in this situation, there are very few other reasonable river crossings for cyclists -- I believe the nearest one would be across the Eads, which is well out of the way. You don't say if they were using the shoulder, or if they had taken a lane on the interstate. If the cyclist was traveling safely, and wasn't impeding traffic, reporting it using *55, as it wasn't an emergency, probably wouldn't have been the best use of a law enforcement partner's time.
