I have passed your suggestion on to our traffic team to evaluate -- there can be a number of reasons why a U-turn might not be appropriate for an intersection -- amount of traffic, distance you can see oncoming traffic, etc. If I hear something back from them, I will share it in a future chat. Typically, the special use permit we issue to utility companies specifies a number of days by which work on our streets must be complete. So long as that number hasn't been exceeded, there's not much we can do to require/force a contractor to resume work. There is still construction underway at that project, with the new ramp from 22nd Street scheduled to open before the end of the year. That will change how traffic flows at the intersection. However, I will pass your observations along to the construction team. Andrew Gates, MoDOT Communications
