Yes, work zone speed limits are set due to changing road conditions, more narrow lanes, and due to the workers. When workers aren't present, there are still the other conditions that make the road less safe and require traffic to slow down. Any time you are driving through a work zone, we ask that you avoid distractions (especially cell phones!), pay attention to the roadway and drivers around you and slow down.
